This is only an issue with JACK. Confirmed with jack2 (1.9.12): The complete export is offset by one cycle (initial silence), regardless of using jack2's sync or async process mode.
Other backends (ALSA, Dummy, Portaudio, Coreaudio, Pulseaudio) are not affected. |

Session export works reliably for me with Ardour/ALSA but not JACK/ALSA, regardless of buffersize. I tried export of the session-range at the sesson-rate (no resampling)
Also reliably with JACK there is always an initial period of silence like in your screenshot.

Could you try with the attached session? I can reliably get the spike to be at precisely 1 second into the export |

As you can see on the screenshot, the spike is perfectly at 1s, but the first 951 samples are 0.

I got the same result with CD export preset or BWAV without resampling. |

Something is weird. I get a smooth fade-in (region fade + de-click) around 330 samples long (same setting as you are using). |

Using alsa (haven't tested with jack), exporting with "normalize" enabled makes the export hang at the end marker. Nothing ends up being written in the file that the user attempts to export. Pressing Stop export doesn't do anything in this state, either. |
