Summary	0008774: Signup for Mantis account always gives error if email address was already used
Description	I tried to sign up for an account just now. I had forgotten I already had an account. The error I got was "error 0008200" or similar, which said something had gone wrong with a cookie. As far as I can tell the actual issue was that my email address had already been used for signup (unless signup is simply broken at present?).
